The article says they can change the machines

from a network location, meaning they don't have to touch the actual machines. So, what could stop them from seriously lowering percentages for a bit, then boosting them back up to normal if they see an inspector, or for some other reason. They could even target groups of players, I would think. I can't see how the regulators could control it, unless they can regulate based on the actual payouts.
