Not all dynamic IP addresses work that way
In Response To: PS. The point is, for AOL and other ()

I have a dynamic IP address from ATT, SBC, or whatever it is they call themselves these days. You can look up my IP in whois on any given day and you will that it is from a pool of IP addresses assigned to Wichita, Kansas. Now aol, cs, etc. do work in the manner you described.
