Yes - those are buck sergeant stripes. If those were his, then he was a sergeant. One strip is private first class, two stripes is corporal, and three stripes is sergeant, called 'buck' sergeant because it's the lowest of the sergeants. Next would be staff sergeant with 3 stripes with a rocker below. After that is sergeant first class, with 3 stripes and two rockers. Next is master sergeant with 3 stripes and three rockers below. After that is a first sergeant, who had the same stripes as a master sergeant, but with a diamond in the space between the stripes and rockers. The highest enlisted grade is the sergeant major, which is like the first sergeant, but with a star instead of the diamond.
