One other thought on radiated mail. I understand some post offices are still doing that to ALL of their mail. If this went through one of those post offices, then that is probably what happened here. The one we got several years ago was in a plastic envelope explaining why it had been turned into crispy, brown paper, just like the label on your envelope, and if there was any medications in it they should be destroyed, and not to get too close to the contents, etc. etc. etc.
Was fun trying to figure out what it had originally been.
