Unless a person is actually there, it is hard to tell. From what I understand, gaming rules, if any, are very different for ships at sea then your normal land based casino. Simply put, they can pretty much do as they wish and have to answer to nobody.

They chip in question was identified by its mold more than its use. However, once in the hands of a casino, they can pretty much use the chips as they see fit.

If you want it to be a roulette chip, you wave your magic wand, and lo and behold, it is a roulette chip. If you want it to be a poker chip, just wave your magic wand one more time, and now it is a poker chip.

Hopefully, Santa brought you a magic wand for Christman!
