They are not crest and seals

Every crest and seal has lettering or a litho printed on the inlay.

Your chips are solid white inlays with a fleu-de-lis punched out (hence they are called die-cuts).

There are some die-cuts that are crest and seals. These chips have lettering or a litho on the inlays. Three examples are shown below. I would say that over 99% of crest and seals have solid inlays (not die-cut crest & seals).

BTW, I do have some chips on my site that should not be there for they do not fit the definition of crest & seal or even plain mold with litho inlay. However we all aren't perfect.
