From the casinos point of view:
Someone leaves the casino with two stacks of roulette chips 'obtained' at 50c each.
They may return to try and play those later at $25 each. $20 becomes $1,000.
No longer petty theft 
Remember I was caught with 420 London Hard Rock roulettes. The scenario above was the problem for the casino manager, not my being a dealer.
In fact, me being a chip dealer was probably the reason I got away with it
