Actually they are cardboard flips sealed with adhesive tape ("Scotch" tape) and they work very well. The flips can be filed in boxes (baseball card boxes are ok or in "crown size" coin boxes). I file mine alphbetically within city. This is much better than constantly moving them within plastic pages and binders. The typing is done on labels and then cut and placed on the flips.
