Mine is not a license topper, but your post reminded me of it because that's what I initially thought it was. Had someone tell me it was used to decorate bumpers (usually trucks) rather than license plates.

It says "Reno Nev" in cut-out script letters on top, and then block letters within a solid bar under it that says "Biggest Little City In The World" with countersunk screw holes on either side of the lower bar.

One of these days I'm gonna take it to be polished up and put it above my door.
