A Photoshop EPS file isn't a "real" EPS file like those created in Illustrator or some other vector program.

I get a lot of those from customers when I request EPS files. Sometimes raster images work fine when I print to our digital printers but when it has to be printed on a press, raster usually doesn't usually produce very good results.
