This is not true

If you itemized deductions on your federal return in one year and deducted all the state income tax that was withheld or you paid as an estimate, and then received some of that amount back from your state as a refund, then in the next year you include that refund as income(since you over-deducted in the previous year). You do not have to include a refund of your Federal taxes as income on your Federal return.
