In the Press of Atlantic City article it says:
"The Gaming Equipment will not be allowed to fall into the public's hands."

I assume that they mean the casino equipment that is already in their possession, i.e. chips and cards that are already secured in the safe after the casino closes because I can't see the Sands having the ability to stop every person who is on the casino floor from walking out with chips from the casino or used cards from the gift shop.
