This is specific, and it is clear. To create a policy which is a position of the club v a position of the board would require a change in the binding documents of the organization, which requires a host of steps. The Board lacks the authority to unilaterally state a position, or rule for the club. They may establish policies, or procedures to enforce the policies or procedures of the club, but they can't alter the constitution etc.
