Watch the SouthEast areas such as Henderson. The smog from the city travels that way as does the wind and dust. The higher elevations will be slightly cooler in the summer, such as the NorthWest areas around 215 & Summerlin.

North Las Vegas is turning around and parts of it are very nice. Have to drive around and check out different areas. Connect with a realtor and let them do the footwork. Lots of homes on the market right now, it's a buyers market. Some sellers are offereing all kinds of incentives - vacations, downpayments, pay closing, etc.
