I would almost think that the magenta has been forgotten on a 4 color process print, but I do see some red gradation on the 8 o'clock and 2 o'clock positions.

I dunno, guess that it could have been red fade in sunlight. Maybe just a too light or uneven application of magenta that was "running out".
