Then, the way I have seen it, the suit is considered. I suppose it is possible to break the tie by position at the table, but that is unfair to those seated to the left of the dealer, and give a distinct advantage to sitting directly to the dealer's right. Or, perhaps, they use a virtual dealer button, unlike brick and mortar poker rooms, and rotate who is "to the left of the dealer."
