From the 2002 Resorts 25th Anniversary No Cash Value promotion series.

It was used as a substitute to fill in any hole that was missing in the 25 piece board sets in order to qualify for the Grand Prize drawings much like the similar "WILD" chip in the same series... Only one "Wild" and one "Joker" could be used as substitute chips in each complete set presented the night of the drawing.
