Several versions of this token

Franklin Mint made a sterling version of this Monte Carlo token for collectors in 1977. There was also a version made for play in the casino by a British firm (John Pinches (Medalist) Ltd.). I have not seen the mint quality tokens... does your token have a FM mintmark, or something else? Is it marked sterling?

FM also sold to collectors a proof version in the form of a pendant. Also sterling and same design.
