I got no email. I was notified of this when I logged in to my paypal account for another purpose.

It is genuine. I have spoken with them on the phone. I finally got an email from them saying my appeal was denied. Funny thing is, I have made no appeal, only an enquiry as to why my account had been restricted. Obviously they already know everything they need to know as they aren't even bothering to accurately read my emails.
