Why is it when there's a chip like this on ebay the seller can't put on a clear picture of it?

I don't know anything about these chips but...I once bought a 1909-S VDB from a coin dealer, he was selling it on consignment for another collector (this collector had the coin for 25 years too). Any key coin I owned I sent it to the ANA to make sure it was real, the 1909-S VDB was counterfeit (I got my money back). The coin dealer claimed he didn't know it was fake.

Is this chip real of a fake?
