Interesting Illegal Race Ticket

The Old Geezers with whom I drink coffee tell me that this ticket is most interesting for many reasons.
First, if it had been a “Looser,” most bettors would have torn it up and thrown it on the floor. If it had been a “Winner” it would have been cashed and the bookie would have torn it up so that it didn’t reappear.
Second, note the date of July 31, 1946. That would have been in the time frame that many of the “Boys” would have been returning from the War.
By the way the notation at the top left is for the 4th horse in the 7th race at CHICAGO not Churchill Downs [as I would have expected] Only one track in each area ran during a meet.
Third, and most interesting was the fact that the owners name “Duley” Perrin was on the ticket. Strange because gambling was illegal at that time. Having said that, I have included 4 chips bearing the first 3 letters of the last name of the other owner, Urban Galligan. So it is safe to assume that the 121 club, located at 121 W. Court Avenue, Jeffersonville, Indiana had the City Fathers on their payroll until that final raid in 1948.
I have duplicates of most of the chips from the 121 Club for sale or trade.
