As far as release dates, it's a crap-shoot. I'm not aware of any official "release" date list....Hooter's being an example of shoddy release practices!
My Method: I approach the cage with a "cheat sheet" that I have prepared before hand of new releases and wanted past issues in hand. I only go late at night when no one is in line behind me. I explain that I am a casino chip collector and ask the cashier if they have any "limited edition, commemorative chips". I then add that since they are going into my collection, "do you have any new or in really good shape chips?". This is where having tip money on the counter in view works it's magic!
If a new cashier questions being a collector, I whip out my CC>CC membership card. This has started many a good conversation, and I often get questions about the club, convention, etc. Older "seasoned" cashiers usually know about the club and will go out of their way to accommodate your wishes....."membership has it's rewards!"
Remember to always be polite and wear a big smile. Genuinely thank them for finding chips for you when leaving and tip appropriately.
Late at night, the cashiers like having a friendly customer, and many will remember you on your next trip!
