When the add-on is allowed at the outset in a no limit tournament, many will buy it immediately. If you like to gamble, wait. If you play a more conservative approach, it is often more advantageous to get the chips as soon as you can (depending upon the amount of the re-buys and add-ons, they don't have to be the same amount of chips as the initial buy-in).
