There is a presumption that all persons know the law (this is where the statement "ignorance is no defense" comes from). The Courts rely on this premise, figuring that any person could read the law, and understand what has been written.

The exception to the rule? The Tax Code. The courts have allowed confusion as a defense in tax cases.
