Has anyone have dealings with fulltiltpokerdude on ?

I'm trying to figure out what his deal is (only has a 13 rating and no feedback for selling).

I won an auction from him and he's not returning emails (but now has filed a dispute against me for not paying).

Also, where can I find the policy on excessive postage?
