Is a difference in inlay size normal

I was deciding which of 2 $1 h&c Stratosphere chips I have I would put in my traders when I noticed that the inlays were different sizes. One virtually fills the interior depressed area of the chip, whereas the other has space on all sides (see the scan below). In person, the inlays just appear to be different sizes (the interior depression size looks the same on both). Is this normal for later h&c chips? Or, is this a variation?

Inlays are die-cut, right?
Yes they are die cut, but mixed size inlays
