I don't know why the scanner didn't present a properly colored image, but you can always use a picture editor like Photoshop to change the colors.

The imgage below was adjusted in the red and blue channels using the Photoshop "adjust levels" feature. I see some effect on the white border as well. You can mask out the border when doing the level fix, but this obviously is not a practical method to touch up routine scans.
