I'd feel pretty safe in saying that that looks like a B to me. It
appears that someone tried to adapt a script style to a more vertical
form, like a monogram, and felt space-limited on the lower bowl of
the B. That resulted in the rather squeezed shape, but I have NEVER
seen a script R with the tail curved back in that fashion. So I think it's just an awkwardly designed B.
