most drug use is not from drug addicts. Most people who use drugs do not have a drug problem. It makes no more sense to make the claim that drug use always negative effects than it does to claim that alcohol use always has negative effects.

Sure there are people who have drug addictions and drug use for them has negative effects. But therer are people who have alcohol addictions, gambling addictions, sex addictions, food addictions . . . etc etc. That doesn't mean that everyone who drinks, gambles, f*cks, or eats suffers from the negative effects that addiction to those things brings.
