The eBay seller "thechiproomllc" is currently selling closed casino chips from Washington State in sets large enough for home game use. He currently has quantity of 4 closed casinos from Washington.

My question is how is one person, who lives in Highland, Michigan able to get all of these chips from Washington State Casino's? I realize that he is buying the Casino's entire stock, but who is he buying them from and how is he getting this information?
