The scan shows the chip material through a cutout in the center inlay, Travis. It would be very hard to achieve this effect by pasting a new "inlay" over an existing one. I'd say the chip was made that way, with a die-cut inlay applied at the time of molding. I'm not sure anyone can determine whether it's a "new" or "Old" chip, unless the maker chooses to tell us.

It's an old chip; Blanchard owns the mold now.
