Yes; We're talking about THIS chip. Why was the cancellation removed in the first place?? Obviously to deceive someone. Somebody has attempted to change a cancelled NO CASH VALUE chip into a value chip that has a high TCR rating.

I view it as no differently than filling in a hole on a holed cancelled chip.
