"Progressive Slot Payoffs, in excess of $10.000, must be authorized by surveillance. These conditions must be met, before the patron is paid.

1) PZT camera must be trained on the machine in question.

2) A still photo must be taken of the machine, to verify that the credits placed into the machine correspond to the payoff.

3) PZT must be trained on the patron; a still photo must be taken.

4) The cage manager must display the patrons DL for the surveillance camera.

5) Surveillance personal must verify that the identity on the DL is that of the patron.

Once this protocol has been accomplished, surveillance will authorize or decline to pay the patron. I.e., the slot floorman does NOT have the authority to pay a progressive jackpot, in excess of $10.000.

This should take no longer than 45 minutes, depending how busy the casino is, and the level of competence of the surveillance department.

* In the situation you describe, something was wrong. 2 hours is much to long to payout a progressive, and to pay it in small denomination bill, is unsatisfactory. You can believe the GM of that casino ordered a “tape review” of that incident. If for know other reason than “damage control."
