I think these players have just gotten to be to open. People openly discuss them on online forums and act as though they weren't illegal. The clubs start to act a bit more opnely and they are letting in the sort of people who don't have the sense to keep quiet about the clubs. I have read that one club acted so opnely that a person could see exactly what was going on from the street (like the investment in some curtains would break the budget). Eventually that sort of thing gets to be to in your face and the police have to crack down.

One of the earlier reports after one raid indicated that the club came to the attention of police as the result of someones complaint that someone had a gun at the club.
