Its a legitimate chip. Its what we would call a 'misprint' Usually quality control would have picked this up and it would have become a 'floor sweeping' before it left the factory. Sometimes odd ones get through.

There are mixed feelings over 'value'. Some believe such 'mistakes/errors' (being scarce) are of a premium value while others think they detract by being lesser quality.
Yours is quite an extreme example.
