I lean in your direction. I would suspect that they are not covered. I do not see how you can say that they are not, however, with 100% certainty. How do you interpret the inclusion of "tokens"? Do you know how the federal courts will view something used as a marker for legal currency of the exact same amount, which was, at one time, accepted at grocery store and other goods providers in Las Vegas in lieu of currency? No. No one knows. Not even Aaron Peacock. Courts can do surprising things (try to find a right to privacy in the constitution, but it's now a constitutional right according to the US Supreme Court).
