A mistake patch?

I was going thru my Casino Arizona chips yesterday looking for the different UV varieties when I got to thinking about the 1st issue $3 chips. Why is the inlay design so plain. Until I did a close up scan of the inlay I had never noticed the white lettering not very observant of me I know, but unless you look carefully the inlay looks like a plain yellow inlay with raised black lettering. The scan clearly shows the white lettering under the raised black letters. What I think happened was there was an error in the design order (white on yellow clearly does not work) or Paulson made a manufacturing error and added the raised black lettering to patch up the error until a new batch of chips were made. The UV mark on the printing side of all my examples is in a different place reinforcing my belief the black lettering is a patch.
These chips are the only chips I am a where of that have raised lettering on the inlay. Has anyone seen anything like them on chips from some other Casino?
