Generally with cellphones in the U.S. people purchase a plan which includes a certain number of minutes and pay extra for use beyond that amount.

For example I pay a fee for which I get 300 minutes of primetime calling per month and unlimited nights and weekend usuage.

Many companies offer plans with unlimited usuage, or unlimited calls between people with cell phones from the same company.
