Actually, I understand staying if you have contents to protect. If all you have is the 4 walls, staying is not protecting anything. Afterall, when the water receeds your home is still your home.

Fact is, there will be many unneccessary deaths due to people being allowed to stay in their homes. It is unfortunate but the stragglers must be forcebly removed ---- for their own sake.
