I recall past Atlantis promotions that would offer these rolls of tokens (instead of quarters) as part of the incentive package for bus riders to come to the Atlantis Casino. They couldn't be cashed in, like quarters could, and couldn't be played elsewhere in the city.

Full unopened rolls are not found too often today, but then there is not much demand for full rolls. Most token collectors are happy with one token in their personal collection and one or two duplicates to trade.
