The Las Vegas Public Library offers free WiFi. I don't know how many branches have it. I used it at the one on Flamingo Ave., not too far down the street from Terrible's and just past the 99 cent store. But from now on I'm going to leave my laptop home. I used it only once or twice (too much to do in Vegas) and it seemed more trouble than it was worth to lug around. I also always was worried about its safety (even tho it was locked up) when I was not in the hotel room (not that I stayed in bad places). But I guess that's just me. You can check e-mail for free at the libraries and at the welcome centers in Primm, Bullhead City and Laughlin. I also can check it on my cellphone (of course, only with those free nightime and weekend minutes).
