In my opinion yes.

Both. Paulson used to make chips for the home market on the same molds they used for the casinos (Top Hat/Cane, Reverse Top Hat/Cane, Inverted Hat/Cane). They stopped selling to the public a couple years ago and just recently started again. The current fantasy chips are all on the "Paulson Chips" mold.

"Are they long time makers of chips?"

Yes, although I don't have specifics. I know that Christy & Jones used the Top Hat/Cane mold before Paulson.
