He was the one with "hundreds of racks". He was not selling them for $75, or $200, or even $7.50. I think they were $1.50-$2, cheaper in qty. The seller offering at outrageous prices, and the ebay seller (if he ever in fact owned the chips he advertised) were 2nd or 3rd buyers.
