All the rental companies will give you rates like that if you call them direct. Why did you want the car at the hotel and not the airport?
I always get the best deal by pre-booking the smallest car they have available and then asking to upsize it at the desk. Often they will do it free as they are often short of small cars but never short of bigger vehicles.
