I think it is actually less deceptive then it is annoying. I treat it like I do listings with "WOW WOW" OR "L@@K" in the title. I am actually LESS likely to look and far less likely to trust their description, meaning it has to be a lower price or and obviously superior chip to get my bid. To me it's just a sign saying "I don't know what I'm doing" which makes me less likely to buy.
