The short answer is "No," most Hard Rock cafes do not have casinos. The one in Las Vegas and some in Englandl and Florida do. The one in Queenstown, New Zealand has a casino above it but it is a separate enterprise and doesn't use the name Hard Rock. I'm sure a Hard Rock expert can give you more details but thought I'd give you a quick answer in the meantime. There are souvenir chips that have been made for some of the Hard Rock cafes even though the cafes don't have gambling.
