Are there $.49 stamps???

"It only costs .49 cents postage to ship ONE chip in a size 000 bubble mailer because the package weighs less than one ounce. The rate is .37 cents up to and including one ounce plus an .11 cent surcharge because the bubble envelope is oversize (non-standard). "

So, does the post office sell $.49 stamps? Or $.12 for that matter? If not, I wonder why. I would bet that lots of chippers do like I do and waste postage. I usually put a $.60 on there because it's the closest I can make from the stamps I have on hand, which are usually $.37 and $.23.

I've looked in the USPS online store and don't find any combination that easily makes $.49.
