I used to work at Meskwaki which is a large (by Iowa standards)land based casino. Since most of my friends still work there I have been kept abreast of the casino situation in Iowa. In early 2003 Meskwaki closed due to an internal conflict within the tribe. That is when I left to follow my dreams and now I fly airplanes for a living. Working the pit is fun but now when I threaten to throw somebody out they take me more seriously. Anyway, shortly after Meskwaki finally reopened on Jan. 1 2004, the state started prodding the Meskwaki tribe to start paying taxes to the state for emergency services, road maintenance, etc that the casino uses. The tribe said no and the state has started approving licenses to companies that will pay money to the state. There is a horse track in Des Moines that recently was approved for table games and that took a chunk of Meskwaki business and they are land based. That is called Prairie Meadows. Waterloo is north of Cedar Rapids (if that helps) and north east of Des Moines and it has the Cedar River flowing through it, so it may be on the water.
