Step by Step:
The Cop takes the Criminal across to the other side.

The Cop takes the boat back to the start position, by himself.

The Cop and the first Boy take the boat across.

The Cop takes the Criminal back to start.

The Father takes the second Boy across.

The Father takes the boat back to the start position, by himself.

The Father and Mother take the boat across (kids can stay with cop and criminal).

The Mother takes the boat back to the start position, by herself.

The Cop takes the Criminal across.

The Father takes the boat back to start position, by himself.

The Father and Mother take the boat across.

The Mother takes the boat back to start by herself.

The Mother takes first Daughter across.

The Cop takes the Criminal back to start.

The Cop takes the second Daughter across (leaving the criminal by herself at start position).

The Cop takes the boat back to the starting position, by himself.

The Cop takes the Criminal across to the finish.
