if a seller takes paypal it is up to seller to provide tracking on item even if buyer didn't pay for insurance.
if seller can't provide a tracking # seller will have the funds pulled from there account.
if seller did tracking and buyer refused insurance then buyer lost out no refund from seller or paypal.
